If you have your own account on the pc, find a way to log on the admin and give your user account all previlages.
If you are on the admin account, find the file called HOSTS (no extension) and open it in notepad.
If there are any lines UNDER
127.0.0.1 localhost
erease them. If not, leave the file alone and try to find out if you have any anti-viruses that block websites.

Yeah, that's all I can think of. Eventually, see if other browsers (Install new if needed) block the sites too.
